Hello you need them in order to claim trespass:
This is a States Rights issue:
As a matter of fact the Federal government is in violation of the Nevada Open Range Law...in order to seize,assess fees or cite violations for trespass the government would have to have sufficient fencing to keep out wandering livestock...with the lack of you have no legal claim for damages...however if you seize or destroy the Bundy's cattle you are guilty of cattle Rustling/Theft...and if you issued citations or assessed fees you did so illegally!
